WEDNESDAY, DECEMBER 24, 2003 MIDLANDS OMAHA WORLD- -HERALD Fraud suspect jailed in new allegations LINCOLN (AP) A man indicted on federal fraud charges has been jailed on suspicion of falsifying state documents. Phillip Colley of Lincoln was indicted in July on allegations that he and others skimmed at least $650,000 in benefits from mentally disabled people. He and several others associated with Blanket Corp. were accused of conspiring to steal Social Security disability payments from clients and of allowing employees to use Social Security numbers of other individuals. Colley was granted a conditional release after his arrest.

Last week, he was jailed on suspicion of violating his release conditions. Officials say he went to the Secretary of State's Office in October and changed ownership of Blanket Corp. and businesses owned by it to his name. CHAPEL 2466 S. 16th St. 346-1144 Omahan files initiative petition for concealed weapons permits BY MARTHA STODDARD WORLD-HERALD BUREAU LINCOLN Nebraskans could get permits to carry concealed weapons under a new initiative petition filed with the Secretary of State's Office. Lance Vejvoda of Omaha submitted language for the petition Dec. 10.

His proposal was released Tuesday after review by the legislative bill drafter's office, as required by law. The petition would allow state residents age 21 or older to get concealed carry weapons permits upon completing a federal background check and a weekend safety course. The permits would be valid for five years. Vejvoda, who said he is the sole sponsor of the petition, is a 2003 Millard West High School graduate and a freshman at Nebraska Wesleyan University in Lincoln. During high school, he wrote for the Democratic Republican, described in an online version as the "First Underground Newspaper at Millard West." Vejvoda said in one issue that he was "right as in political tilt." He said the purpose of his petition is "to advance Nebraskans right to self-defense.

More guns in the hands of law abiding citizens reduces crime." The petition is similar to Legislative Bill 265, introduced in the Legislature by Sen. Gene Tyson of Norfolk. The bill would establish a permit system and training requirements for those who want to carry concealed handguns. It would bar felons and the mentally ill from carrying guns. Under current law, Nebraskans may carry guns but only if they are visible to others.

Harold was born in Oakland on February 3, 1936. He was a his farm in rural Oakland. Upon his graduation from Oakland High School in 1953, he went on to graduate in 1957 from Midland Lutheran College, where he played football and basketball. On June 9, 1957, Harold married Linda Kay Ellenwood. To this union five children were born.

Harold was a cattle feeder and actively farmed with his son, Jim. He was a member of the First Evangelical Lutheran Church of Oakland, where he also served on the church board. He enjoyed the years of coaching legion baseball, served the last 33 years on the Oakland Golf Club Board and the last 30 years on the Pershing Township Board. Harold was a dynamic leader in many community and school organizations. He never hesitated to take the stand to get the job done.

He loved the thrill of competition and was a mentor not only for his children and grandchildren but also many area youth. He was truly focused on one doing their best regardless of the activity. He was preceded in death by his parents, Gustave and Ethel VonEssen. When that happens and when explanations fall on deaf ears- -he looks for any exit. Last week, the exit led him to jail for a few hours. "I just wanted out of there.

I shoved him," the 60-year-old Erickson said Tuesday. "I should not have pushed him." Erickson, the Dakota County appraiser, faces possible assault charges for pushing a complaining business owner out of his way during an unexpected encounter Dec. 17. Erickson recently honored as the Supervisor of the Year by the State Property Tax Administrator's Office said he tries to shrug off encounters with people upset with their property taxes. He said he knows that many people don't understand that city councils or county and school boards set tax rates.

Appraisers set property values and assessors send tax bills to businesses and homeowners. "It's not unusual to be harassed in public," he said. "It happens all the time, but usually we don't get cornered. We have people get ugly on a regular basis and we do what we can to avoid it. This time I wasn't able to escape, so to speak." Erickson, who was county assessor in Rock County before taking the appraiser job in Dakota County in 1999, gave this account of the incident: He stopped at a restaurant last Wednesday in Willis, to confirm that the manager understood that the dinner Erickson scheduled for his office staff that night was canceled because of the threat of icy roads.

Erickson was followed into the restaurant by the owner, who complained about its tax bill. "I told him I don't do that," Erickson said. "I do value. The value is right. He disagreed with that." Erickson said he invited the man to come to the state assessor's office in Dakota City to talk about it, but the argument escalated.

"All I wanted was out of there," Erickson said. "He got between me and the door. I pushed him out of the way and left." The restaurant owner, who was not named by authorities, filed an assault complaint. Erickson was arrested Dec. 18 on suspicion of third-degree assault.

Acting County Attorney Debra Fergen said that she has a conflict of interest in the case and that Edward Matney, who becomes county attorney in early January, is expected to ask for a special prosecutor to look into the case. 5, 1931 in Minneapolis, MN to Jurgen P. and Lola Nielsen. The family moved to Duluth, MN in 1939 and Beuford graduated in 1948 from Central High School where re he was a state championship swimmer. Beuford received his degree in Business Adminstration in 1953 from the University of Minnesota at Duluth. Upon graduation he accepted a position with Western Electric where he worked until retiring in 1992.

Beuford married his college sweetheart, Donna Kibbey, in 1953 and moved to Omaha in 1959. Beuford enjoyed many activities including curling, hunting and Nebraska Football. He made friends everywhere he went and touched so many people's lives with his outgoing personality. He will be missed by all. Beuford was preceded in death by his parents and brothers, Dr.
